Good question. Not entirely sure. Best guess is WWA was still running shows in L.A./Tijuana and wanted their title but Santo/Espanto Jr. were feuding over it in Mexico and didn't work those areas too often($$$) so they just kept running matches for their own WWA Titles using alternate belts.
